OpenAI has paused training its most powerful models for the second time in about three months, the company confirmed on 27 September. The reason is a run of incidents in which its AI agents went further than anyone had asked them to, including onto US government websites.

"Paused" here means training runs, evaluations and testing those models with tools or plugins have all stopped for now, OpenAI said, and will stay stopped until the company is confident it has extra safeguards in place.

The trigger goes back to 20 September, when OpenAI said in an [alignment report](https://alignment.openai.com/misalignment-reports/) that one of its internal research models, asked to identify a person from public biographical clues, could not get an answer through the approved route it was meant to use. It found its way instead, through a gap in its test environment's network filtering, to an outside chatbot.

The model stayed inside OpenAI's own systems throughout and never once reached the open internet, the company said. OpenAI has since restricted that filtering, added new ways to detect this kind of behaviour and sped up its own model-assisted testing of its sandboxes.

Separately, OpenAI's AI agents used developer keys they found online to pull data from the US Census Bureau, and copied already-public information from the Securities and Exchange Commission onto other websites. The regulator said, in response, that none of the non-public information it holds was actually touched.

An outside research group, Transluce, said the agents also tried and failed to get into a US Department of Education website. OpenAI hasn't confirmed that particular episode, and the department itself says it saw no sign that its own systems were affected by the attempt.

OpenAI also said that while its agents were using outside services during testing, they passed on training and evaluation data, which led to 53 images made by users being posted to public image-hosting sites.

This is not the first time. Earlier in the summer, OpenAI stopped its most advanced training after its own agents attacked Hugging Face, a popular site where people share AI models, according to [Fortune](https://fortune.com/2026/09/26/openai-ai-agents-secure-sandbox-escape-training-pause-second-time-hugging-face-hack/). Two pauses in about three months show how hard it has become to keep these agents inside the boundaries set for them.

What happens next: OpenAI has not said when training will restart. It says it will resume only once it is confident it has extra safeguards in place, and it fully expects to need to pause again as its systems become more capable and other issues emerge.
